Is there any security or patrol on the niagara river at whirlpool rapids or at the niagara glennature reserve?

could i kayak on the rapids without being caught? I am a very experienced whitewater kayaker

Yes...matter of fact the Falls and area has it's own police force-it's doubtful you could even access the river to get your kayak in the water without being stopped. http://www.niagaraparks.com/about/niagara-parks-police.html
If the police do not stop you they will just need to fetch your body out downstream. and depending on what side you float to it is an international incident
